Something significant happened to local search between late 2025 and mid-2026, and most local business owners don’t have a clean picture of what it is or what it means for them. Their call volume from Maps may be down. Their ranking reports may look unchanged. Their traffic may be flat or declining. And their agency may be telling them everything is fine because the traditional metrics look fine.

Everything is not fine. The SERP is being restructured in real time, and the local businesses that understand what is changing are building a durable advantage. The ones that don’t are watching competitors capture the leads they used to take for granted.

To understand what’s changing, start with what local search looked like in 2023: a query with local intent returned a map with three businesses listed. Those three businesses were selected by Google’s local ranking algorithm using proximity, relevance, and prominence signals. Getting into the three-pack was the primary goal of local SEO, and it was measurable: you either appeared or you didn’t.

That structure still exists. The traditional three-pack still appears in 93% of direct “near me” searches. But it now shares the SERP with three additional surfaces that compete with it, sometimes replace it, and in aggregate are changing how local demand reaches businesses.

AI Overviews appear above the three-pack for many local informational queries (“best [service] in [city],” “who to call for [problem]”). They generate a synthesized answer that mentions one to three businesses without the map, the star ratings, or the call button of the traditional pack. AI Overviews are present in approximately 68% of local queries as of mid-2026.

AI local packs are a newer format where Google’s AI generates a curated business list to accompany its AI answer. These show dramatically fewer businesses than the traditional pack. The Sterling Sky analysis across 322 markets found that 88% of those markets had fewer unique businesses in AI local packs than traditional local packs.

Local Services Ads grew from appearing on 1% of tracked mobile local search results at the start of 2025 to 22% by December. Local Services Ads now appear on 31% of tracked queries: ads are filling the space above the organic local results at an accelerating rate.

AI Mode (conversational local search through Google’s AI assistant) returns both AI-synthesized answers and local pack-style results, but with different selection logic than the traditional algorithm.

The result of these four surfaces competing on the same SERP: the organic three-pack is claiming a smaller share of local visibility, even when it’s still appearing.

The Consumer Behavior Shift Is More Important Than the SERP Change

The SERP restructuring is real, but the consumer behavior shift may matter more in the long run.

In 2025, 6% of consumers used AI tools to find local business recommendations. In 2026, 45% do. That’s seven-fold growth in twelve months. Sterling Sky reports this is the fastest channel shift they have tracked in a decade of local search monitoring: faster than mobile, faster than voice search.

AI is now the third most-used source for local recommendations, behind only Google and Facebook. It already overtook Yelp and TripAdvisor. The average consumer now uses six different platforms when checking reviews, with Apple Maps usage nearly doubling and Bing Webmaster Tools submission now directly tied to ChatGPT citation eligibility.

What this means for local businesses is more consequential than SERP format changes. When a consumer asks ChatGPT which HVAC company to call, they’re not looking at a three-pack. They’re reading a synthesized answer that mentions one or two businesses and trusts that answer because ChatGPT said it. The consideration set for that consumer forms before they open Google Maps.

A business that holds the top-three Local Pack position but is invisible to AI recommendation tools has visibility at the decision stage but not the research stage. As a growing share of consumers forms their consideration set during the research stage in AI tools, the decision-stage Local Pack position captures a declining share of potential customers.

The 71% Overlap Problem

Local SEO Data ran 1,120 query executions between May 20 and 22, 2026, across seven verticals and 13 US cities, pulling both AI Mode and traditional Local Pack results for each query. The overlap between the two came in at 71.5%: meaning 28.5% of Local Pack businesses are missing from AI Mode for the same search, and AI Mode surfaced 999 businesses that never appeared in the traditional Local Pack at all.

Compare only the top three from each format and the overlap drops to 48%. The selection criteria that get a business into the top three of the traditional Local Pack and the selection criteria that get a business into the AI local pack are meaningfully different: not entirely different, but different enough that the top-three Local Pack position does not automatically confer AI pack visibility.

What’s different about the AI selection criteria? AI local packs favor entity-recognized businesses with verified Knowledge Graph presence, strong and consistent structured data, and the kind of entity corroboration (authoritative third-party mentions, consistent directory presence, named entity clarity) that the traditional proximity-and-reviews algorithm doesn’t specifically require.

A striking finding from Local Falcon’s study of 4,423 businesses: physical distance had almost no correlation with appearing in the AI answer (correlation of 0.001). The traditional Local Pack weights proximity heavily. The AI pack selects on entity authority, not geography. A business three miles from the searcher but with strong entity recognition can outrank a business one mile away but with weak entity signals in AI local results.

What’s Happening to Call Volumes

The Rio SEO 2026 local search report pulled performance data from more than 239,000 US enterprise locations across seven industries from January through December 2025. The findings are the most comprehensive available picture of what is actually happening to local search performance:

Local listing visibility dropped 13.2% across search. Phone clicks fell 12.9%. Website clicks fell 7.7%. These declines are real, not attribution errors.

The one metric that grew: direction clicks rose 6.4%. More people who see a local listing are requesting directions than before, while fewer are calling or clicking to the website. The interpretation: local discovery is shifting to AI tools, but physical location visits and direction requests from Google Maps are holding because Maps remains the primary tool for navigation even as AI tools absorb some of the discovery function.

Restaurants saw the sharpest declines: total views fell 31.7%, Maps views fell 40.1%, food orders dropped 25.7%. These numbers represent real revenue reduction from the channel shift. The explanation is partly structural: Google replaced call buttons with image-heavy formats for restaurant listings in late 2025, reducing click-to-call conversion rates in that category across the board.

The headline from Rio SEO’s data: shrinking visibility, sharper intent. Fewer people are seeing listings. The ones who do are closer to acting. That’s the new local search reality: the discovery funnel is moving to AI, and the conversion surface is concentrating at the Map Pack.

What the Concentration Effect Means for Small Businesses

The most significant strategic implication of AI local search is the concentration effect: fewer businesses appearing in any given AI response means the value of being included is dramatically higher, but getting excluded is equally more consequential.

In a traditional three-pack, three businesses share the primary visibility. In an AI local answer, typically one or two businesses are named. The business that’s named captures something closer to the entire AI-referred consideration for that query. The ones that aren’t named receive nothing, even if they would have appeared in the traditional pack.

This is why AI local visibility creates a winner-takes-more dynamic that doesn’t exist in traditional Local Pack rankings. A business at position two in the Local Pack captures substantial visibility. A business excluded from the AI recommendation captures zero from that channel, for that query, for that potential customer.

The practical reality: the AI citation threshold for local businesses is approximately 150 or more reviews per location, complete and consistent business data across all major platforms, verified entity recognition in the Knowledge Graph, and strong structured data. Businesses below this threshold are largely invisible inside AI local recommendations: regardless of their traditional Local Pack position.

What To Do With This Information

The businesses maintaining and growing local search visibility in 2026 are the ones doing five things simultaneously:

Defend the traditional Local Pack position. The three-pack still generates call volume and is the dominant source of local business leads. GBP completeness, review velocity, NAP consistency, and service-page content remain the foundation.

Build AI citation infrastructure. Entity schema with sameAs connections, complete directory profiles across all authoritative platforms, named authorship on website content, and FAQ content answering the questions customers ask AI assistants. This is the layer above traditional local SEO that AI selection criteria require.

Claim and complete Apple Business Connect. Given the Gemini/Siri integration on 2+ billion Apple devices, Apple Maps data is now a primary AI recommendation surface for iPhone users. Most local businesses have never claimed this listing.

Submit to Bing Webmaster Tools and enable IndexNow. For ChatGPT citation specifically, Bing indexing is the prerequisite. A business ranking in Google’s top three but unindexed on Bing is invisible to ChatGPT’s live retrieval regardless of its Map Pack position.

Build review velocity across platforms. Review velocity matters for the traditional Local Pack ranking. Review breadth (across Google, Yelp, and industry-specific directories) matters for AI citation, because AI systems evaluate review data from multiple platforms when generating recommendations. A Google-only review strategy quietly stopped working sometime in 2025.

None of these actions conflicts with traditional local SEO. They extend it. The businesses building AI citation infrastructure now are adding a compounding advantage on top of their existing local search foundation rather than replacing it.

A business that abandons Local Pack optimization to chase AI citation is weakening the primary lead channel while pursuing a secondary one. Build Local Pack strength first, then layer AI citation infrastructure on top.

Run your most important local queries through Gemini, ChatGPT, and Perplexity monthly. “Best [service] in [city],” “[service] near [neighborhood],” “who should I call for [problem] in [city].” Document whether your business appears, how it’s described, and which competitors are named instead of you.
